Yes, a seamstress can do that. I don't know if beading will look right at the waistline though.

The dress is beautiful and minimalist and you look old Hollywood graceful. But, if you will modify, I suggest adding tiny beading to the neckline or trying a lace topper/ jacket/ cape or detachable sleeves. A beaded belt will cut you in half and is a style for a less fluid neckline (also early aughts). Or you can add accessories like earrings and/or tiara/ halo.
