Ok, so would it be weird if I have two maid of honors, one matron of honor, and one bridesmaid?

Yes, that's too many different titles and the one that's just a bridesmaid would likely feel left out. If you can't narrow it down to one given how small your bridal party is then I would just have them all be bridesmaids. A maid/matron of honor isn't necessary.

The one without the honor title will definitely feel left out. That is why it’s traditional to only have only one “of honor” attendant.

Unfortunately, this feels very exclusionary and runs the risk of making the one bridesmaid feel left out or less than. It sounds like all of these women are very important to you, so I don’t think there needs to be a distinction of titles. Just let them all be bridesmaids.

I would either have all four be maids/matrons of honor, or one MOH and three bridesmaids, or have all four be bridesmaids. Giving everyone the MOH role except one person seems to single out the one bridesmaid.

Yes. The one that is the bottom of the pile will feel some type of way about that.

If that 1 bridesmaid is important enough to stand with you plus 3 honorable people, I think they should also be an “maid of honor” with everyone + that “matron of honor”. Otherwise, I’d ditch the titles and call them the “best of the bride”.
