I wasn't able to find all inclusive, so I had to do the planning but there is a great venue in Tempe that is cheap for small weddings. I'll be having 60 people. The venue for ceremony and reception, catering, and bar will cost me about 5k. The venue doesn't require any additional decor as it's really got character on it's own. Social Hall in Tempe.
