Alternative to an arch/arbor with plants?

Hi everyone!

We are getting married in downtown Chicago in a garden located at a Condo building. because of this, there are some strange rules we need to follow. Essentially, we can't use anything that could pierce the ground so a lot of arbors/arches are out. To be super safe, I saw this picture on pinterest of someone using plants as the actual arbor. I think it would fall in lines with the rules. I posted an example below. Problem is, I don't know much about plants. Does anyone have any plant suggestions that could work with this idea?

My florist recommended curly willow as a way to do something like this!

Hey Diandra!
This arbor is so stunning! I’ve never seen anything quite like it before!! I would recommend consulting a florist in your area that would have an in-depth knowledge of flowers. They will know what flowers will allow such bending in the branches and what will flower like this. Also, they will be able to tell you what will be in season around the time of your wedding. Are you hoping to have white flowers, like in the picture?

You can get flower pots and fill them with cement with a PVC pipe in the middle to hold up an arch. I did it for my friend's wedding and glued faux flowers around the bottom to hide the piping and cement.
I'd ask a florist about the one you posted but I suspect it's be held in place similarly
