Have you thought about renting an airbnb for the night with a big back yard ? I would search there!

View Quoted Comment Totally understandable! Believe it or not, some airbnbs have a beautiful outdoor area. You can make it as nice as you want but hunt for inexpensive items (flowers from the grocery store, vases from dollar store).

Oh and candles really add a nice, romantic touch !

A beach or nice park for the ceremony and a reception at a restaurant (that has a private room).

Why not a church (or temple) and then rent the church hall for the reception? Many lovely churches.
