Anyone heard of mygowns.com?

I used www.lightinthebox.com and they were not only prompt but i got exactly what I wanted for a great price.

Unfortunately, they do not seem to have what I need.

Wish I'd thought of that. You will need to practice sitting down in one though as the first time I did (wore one for a Scarlet O'Hara halloween costume) the hoop came flying up in front showing my pantaloons!

Yes, sitting down can be a little awkward with a hoop skirt at first, and can require a little practice. Less fabric makes a hoop skirt more lightweight, which will definitely be more comfortable in warmer settings, though.

Whichever you choose, a hoop skirt or a petticoat, either one will be able to give you the shape and fullness you are looking for. For what it's worth, it might help to know that petticoats are slightly more popular.
