Have you signed up at zulily.com?? They are a flash sale sites, and they always have beautiful summer dresses!

The only thing is that it takes a couple weeks to get orders, so definitely don't buy something from them if you need something in a hurry.

Have you tried www.eshakti.com - they custom size at a low cost. When you sign up you get a $25 gift certificate, and I am ALWAYS getting discounts from them. They do take a little long to ship though, but it's worth it to me for the customization aspect.
