Army veteran facial hair concerns

Not in uniform. All facial hair in uniform has to be within regulations. A well kept mustache that's within the guidelines? Sure. A goatee? Hell no

I would let him know how much his facial hair means to you. Obviously, you don't get a say in what he does with his body but maybe if he knows how much you like it, he'll consider keeping it.

From my understanding, the only way he would keep his goatee is if he doesn’t wear his dress blues. Is this an option? I would imagine wearing his uniform is very important to him, especially if he has already decided to wear it.

If the choice is between dress blues, or goatee, which is more important to have a part of the wedding?

Have you considered doing an engagement shoot? If so, you can make sure he keeps his goatee for those and perhaps do two outfits (one casual and one formal).

My fiance is a USMC veteran and didn't wear his blues specifically so he didn't have to shave. This is super normal so I'd say just have him wear a normal suit.

Same here FH is wearing his dress blues as well. But in order to wear them he has to abide by a strict military regulation rules. Even though he is retired as well he puts on a military issued uniform and while in uniform they have to uphold their standards. My FH has a mustache as well but it’s going to be trimmed and groomed to the standards. This also includes his military haircut. He can always grow back his goatee afterwards.
