Check places that cater to cheer teams or pep squads. I have seen people on here make thier own.

Have you tried etsy? Seems they can make them in most colors

I totally didn’t think you meant pom poms like cheerleading but the fuzzy little ball pom poms and was so confused.
You wont need a set for everyone though, you could get away with 1/pp and remember not everyone will take one and some people will have left.

I have seen some at Walmart. But they were $5 a pom. They had various colors.

Unless you mean something like this? I have seen these at places like Hobby Lobby and on Etsy. They are wedding wands.
