Cigar roller in Charlottesville, va

I would like to surprise my future husband with a cigar roller at our wedding in Charlottesville VA in late September 2019. We have an outdoor space with a firepit so great for folks to smoke outside. I've heard you don't want someone so cheap they can't even speak English and provide the cheap tobacco, however, I've seen ones that have entry level fees at $2,300 but provide hundreds of prerolled cigars for guests to grab if they don't want one made. Still, that price is too high for me so looking for suggestions from the group. Thanks in advance!!
