As someone who used to scrapbook, I totally understand what you mean. I've literally gone up and down Michael's before looking for something similar to what you're describing and couldn't find it! The closet thing I can recommend is an adjustable rotary circle for buttons. They should be able to work for your project but the drawback is that they can be kind of pricey!

Another alternative is tracing a circle and then cutting it out with a pair of precision scissors (really sharp thin scissors) but I know that's time-consuming and can still come out awkward looking (if you're a terrible cutter, like me!).
