Cocktail Hour Open Bar and then Limited Hosted Bar at Reception

My fiancé and I are planning on hosting a cocktail hour with a few passed Hor D'oevers and a full open bar for that hour. I'm wondering if it seems okay to only have the liquor option for the cocktail hour and then have a limited bar with only beer and wine at dinner and the reception? We have a budget of $4k and feel like it may be the cheaper route to go this way. Venue is in Norman, OK.

If I were you I would stick to just wine and beer the entire time, I think it will cause less confusion.

I've seen weddings offer a signature cocktail during cocktail hour, then beer & wine. I'd probably offer beer & wine the whole time, then maybe add a champagne toast or something? I think having liquor available for purchase is a good option too.

I’d also just do wine and beer. Less confusing and keeps people from being forced to change their drink selection for the evening.
