Destination wedding travel agent

So I've been a little bit all over the place and we've gone from planning a local wedding, to eloping in Ireland, to a small wedding in Vermont, and after getting overwhelmed from trying to plan a wedding we are saying screw it and just hiring a destination wedding travel agent to help us with a small wedding in the Caribbean. We talked on the phone with a potential travel agent (and yes she has experience with destination weddings). The phone call went great and then towards the end of the phone call she said that she would charge $35 per person for using her services if we decide to book everything with her. Is this normal? I've heard one shouldn't pay for a travel agent because a lot don't charge for their services. If this is normal, then cool, but if not, could anyone recommend a travel agent who can help us with our destination wedding? We are looking at the Caribbean for a beach/ocean front wedding and are wanting something more intimate (not a resort, if possible). We are also inviting about 28 people. So if anyone has used someone's services that they can recommend, that would be awesome! Thanks!
