DIY Tulle, Light and Greenery Backdrop

I need advice on the best way to make a giant reception backdrop with tulle, lights and some greenery. The staff at our reception place would be hanging it, so I'm not concerned about that. I just don't know the best way to make it or the best place to order everything that I need for it. I am trying to hide an ugly beige curtain so this is the best I came up with. Hoping it's not too expensive.

    Dollar Tree online you can buy in bulk or just go by the store the only thing I'm not certain they would have is the lights but for that Amazon is great.

    Double sided tape could hold everything up with minimum damage if attached to curtain thats already in place.

    Are you hanging it directly on the curtain or do you need to build a frame for it?

    It sounds like a lot of work. I'm a pro, and I'd have to really think this one through, and I wouldn't trust the venue staff to hang it. Is the curtain that ugly?

    It's just a beige thick weird looking curtain. Is there something else suggested, maybe not as big or heavy? I'm not sure what backdrop to have for our wedding table.
