Gate1travel.com is a site I have looked at and they have some very good deals

Hi. We used a company called Zicasso. Google them. They are a luxury travel company...they act as a middle man. You tell them where you want to go, what you want to see and do and your budget. They then reach out to top travel agencies who present different itineraries to you. It is awesome. They sort of bid against each other. I thought it would be beyond my means but we gave them a tall order and the companies sort of bid against each other to provide you with the best trip. The company we went with is actually an Italian travel agency with an office in the US. We feel good about it because they really KNOW Italy!!! Good luck!
