I would think that means decide if you want to have a receiving line and if so you who you want included in the receiving like. Some will include just the newly married couple, others will include the bridesmaids or parents as well. It's really up to you if who you include if you decide you want to even have a receiving line.

A receiving line is one way of fulfilling the obligation to greet and thank every guest for coming to your wedding. It can be efficient at larger affairs, since it can be harder to get around to everyone, though a lot of couples forgo it entirely these days, preferring to visit every table, mingle with guests or both.

It's usually done at the conclusion of the ceremony, although I've seen them before receptions as well. The couple, along with hosts or co-hosts and anyone else they would like to have up there with them, stand side by side and guests line up to make their way through, briefly greeting each person with congratulations and best wishes, exchanging pleasantries etc.

I imagine finalizing the receiving line means deciding if you will have one at all, if so, where it will be located, who will be included, where they will stand etc. The more people who are on the receiving line, the longer it takes.

Ah ok. I understand now I don't believe I'll have one people can mingle with others and we'll go around between the ceremony and reception to say hi to everyone.

In that case the receiving line is not needed.
