Finding the right venue

Now that I am officially engaged, I am starting to stress out about finding a wedding venue in Las Vegas. I am looking for one that is reasonably priced. My whole wedding budget is $20,000, I will have in between 75 and 100 people in attendance. I am planning on having the wedding in beginning of December 2020. So preferably an indoor wedding. Also does anyone know with the seating cost, do children under the age of two count when figuring out how many people are going to be in attendance?
