Start by figuring out who you want to invite and what your budget is. From there, figure out what kind of ceremony/reception you'd like and can afford. After that, get an idea of dates that work for you, your fiancé, and any non-negotiable guests, and then start a venue search for your location and those dates. Once you book a venue, you can start booking vendors. My biggest piece of advice is to figure out your location, catering, and any non-optional ceremony (house of worship rental if applicable, officiant, etc) costs before you do any shopping or booking for things like dress, flowers, photography. Venue and catering will be your biggest costs, so if you have to adjust your budget, it'll most likely need to be done elsewhere. The most useful book from my wedding planning period was A Practical Wedding by Meg Keene.
