There's no right or wrong answer to either of your questions. You could have a florist do the garlands or you could DIY them. You could also do real or fake florals.

Why did she suggest fresh garland for the centerpieces?

During quarantine, my mom ordered a bunch of fake garland from a few different websites and it all looked terrible up close (very plastic). This included fairly expensive stuff from Etsy. I agree with PPs about it working for railing, etc, but I would not have wanted my guests to see/touch the garland we got from online. We’ve heard good things about fresh garland from Costco so gonna order that next to try out and if it works we will use that for centerpieces.
