When someone RSVP's and I have already added a +1 or 2 for them, it only RSVP's 1 guest not 2 or 3

Hi Heather! As long as your guest has additional guests linked, they should be able to search for and submit an RSVP when they search for their name on your wedding website. If plus ones are linked and your guests are still having trouble, please reach out to our Support Team at help@weddingwire.com with the first and last name of a few of the guests that are not seeing their plus ones.
