I'm having an outdoor country wedding and turning glass jars into tealight holders. I'm putting rocks in the bottom, a rose, then filling it with water, putting the floating candle on top and wrapping wire around the lip of the jar. Simple, yet elegant and incredibly cheap! (especially if you can and already have the jars)

Otherwise, why not think about Buying the candles and holders you want then turning them into hanging holders with wire, ribbon, or even fishing wire for a floating effect? Dunno, just thinking.

How fancy do you want it. You can buy jelly jars and wire they with heavy floral wire to hang from the manzanita trees. It might be too rustic for your tastes.

I like there ideas with the jars, you could get the candles at a dollar store or dollar tree, there really cheap there. The holders can be bought there also and to hang them I think your best bet is the wire ir fishing string.

Also the jars would work better in case it decided to be windy at your wedding.

Oyster candle holders have a lip or flower pot like holders and you can put floral wire around them and hand by that easily.

the candle holders are around $ 0.5 each depending on quantity needed.

That's a good idea. For safety reasons I wouldn't use real flame hanging from something flammable like wood, and I wouldn't hang it with something like fishing wire (easily melts) or ribbon (easily burns).
