Help Covering HIDEOUS Walls for a Reception

Okay guys, I need HELP!

I am on a low budget, and we are doing everything at our church because it is free.

Unfortunately, the only place big enough for a reception is our youth room - which is painted black and has graffiti words all over the walls - and, even it is barely big enough. The words glow in the dark, so there is no just leaving it.

I have looked into pipe & draping, including DIY with PVC pipe, but it looks like those require frames that take up a lot of space in that they extend pretty far out from the wall, so that takes away precious space.

I was wondering if anyone has any ideas for something I can hang on the wall itself (with no nails/screws/etc.. to the wall, of course) or maybe an alternate way to hang draping?

My VERY MAX budget for this project is $500.00, but I would like to not spend that much, if possible.

The room is 8 ft tall, and each wall is about 30 ft wide, for a total of 120 ft all around.

Any help?

    What about a roll of butcher paper that can be taper or stapled at the top of the wall? if it's thick enough to cover the drawings on the walls you could choose a light color to make the room look bigger. i'm not sure where to buy this type of thing, but churches and schools always have these rolls for making posters. that's where i've seen it before.

    a more expensive option that would look slightly better is to do the same with fabric - i would choose a satin - and keep it up with push pins in the wall. I haven't tried this before so i'm not certain it would stay up. best try it out before committing to a plan. good luck.

    Could you hang fabric with some Command hooks? Those are removable and won't damage the walls. Many venues that don't allow nails/screws allow the Command hooks.

    Command hooks. Come right off the wall when your done. Buy cheap curtain rods and drape material.

    I found this link that might help you. It uses twine, glue, and thumb tacks. It should be pretty cheap, but I'd still do butcher paper under it. I think you could tape it instead of using tacks, too. http://mymommatoldme.com/diy-crafts/diy-crepe-paper-photo-backdrop

    How about gift wrap? The nice thing about your walls is they're not too high. I think with the right color or design it could be really pretty.
