You could probably get a candelabra as the base from thrift stores. You can buy crystals in bulk like that from Michael's or the Christmas Tree Shop. Good luck!

Do you or your FH know how to use a drill press, or even a regular drill I suppose would work. You'd just have to be careful. You can buy really cheap metal saucers at Ikea, flip them upside down, drill holes near the outer edge, glue them to some sort of stand or candle stick holder, and then add bulk strands of crystals.

I made a bunch of silverware wind chimes one year using a drill press. It was a PITA, but they came out really cool!

MY FH and I started the project this weekend!!! We bought the acrylic cake stand 16" for the top, 14" for the center, 12" for the bottom..... them a 10" for the bottom base to add stability. I bought different tubes to add the lengths I wanted. I had my FH drill holes around the cake plate and used fishing wire to lace my pearls and attached to the stand.

I am making an aisle stand with hanging crystals. I made the stand out of acrylic mine is square but going to be similar. Acrylic from lowes. They cut it for you. Glue it with acrylic cement. Hanging crystals ordered on ebay make sure they have the silver rings the ones with string look really cheap. Instead of drilling hokes I got 2 strand rhinestone crystal wrap and hung crystals from that and glued the stand to edge of acrylic. I will post pic of cake stand made the same way. Still waiting on my crystals for the stand.
