A lot of people on WW suggest saving money by getting married in fall/winter (lower rates than spring/summer), look at a weekday wedding (it costs more to get married on a Saturday) and generally keeping things simple.

I think completely all-inclusive venues are more common in certain countries. However, you could find local venues with a list of preferred vendors they've worked with in the past, such as DJ. If you don't want to do the footwork of finding your own vendors, you can hire a planner to narrow down searches and a decor vision according to your budget. Oh, my experience says they are still expensive, but they do have strong options for all-inclusive including free dance floor and space options. Hotels will also rarely charge a rental fee on top of other expenses. A F&B minimum would be better for a larger group.
