I would do one per person! Me as a guest would enjoy having my own especially if they are fans and your wedding is in August. All your guest will be hot so I would definitely do one per person.

When doing fan programs do one per person. Guests that normally don't look at the programs will take one when it's a fan so they can use it.

We did one per person invited and had some left over. Partly because I counted those distant relatives I knew weren't coming (duh) and partly because I wonder if my young cousin was asking everyone if they wanted one. Don't forget to include one or two for keepsakes. I know my mom, sister and BFF all took an extra one and I also sent one to close family that couldn't make it (my 85 year old grandfather, who we mentioned in the program). I mostly noticed the Men and children tended not to use them. That being said, I was glad to have extra instead of not enough.

I would do enough for 3/4 of your guests. Not everyone will take one and it ends up just wasted.

I would make one for everyone. Some people won't take one, but some people will want more than one for a keepsake so it will even out.

Is your ceremony outside? If so I would do one per person. Because if your inside I am sure you will have AC, and there would be no need for a fan in that case I would do one per couple.

I'm planning on one per person since we are getting married outside in June.

If you're trying to save cost I would do about 3/4 of your guest list. Men aren't going to want to carry a fan or to fan themselves. Maybe the much older ones.
