Is it weird for a florist to accept my offer to measure the mantle/staircase railing?

My venue is 3 hours from me, in a remote area so I only have two florist options. One is out of my budget so I’m going with the 2nd. They gave me a detailed email at first and asked me questions, and told me since it’s now the height of wedding season it might take them a week to get me a quote. It’s now been over a month so I called them and the lady sounded a bit stressed and said she can’t do my quote bc she can’t get to the venue to do measurements, and the venue coordinator doesn’t understand the arrangements I’m asking for. I told her I’m going to the venue this weekend for the tasting so I offered to take the measurements and email them to her. She agreed and said she’d be so happy about it that she could cry. She also confirmed that she’s available to do flowers for me on my wedding day.

I’m supposed to sign the venue contract while I’m at the venue doing the tasting, but I feel uneasy about signing the wedding contract before getting a solid quote from the florist. It’s a micro wedding and I have an idea of what it’ll cost but is this whole situation normal?
Btw I know I’m late for all this, but it’s a very small wedding and more like a destination dinner party.

    It’s pretty typical to book your venue before other vendors, including florist. Your venue usually is the deciding factor on your date due to availability. If you are uncomfortable with the florist quote let them know and they will work with whatever your budget is.

    I think the better question is, why isn't your venue willing to do the measurements? Seems like they're the problem, not the florist.

    When I spoke to the florist she said the venue coordinator doesn't know which staircase railing I'm referring to (for the garland)

    The venue is the way more important piece of the puzzle here!! I'd go ahead and sign the venue contract, because there are always floral adjustments you can make if necessary!

    If the floral quote comes in too high for the garland you could always compromise with more affordable flowers or going with greenery!!
