How small? Just the two of you, or close friends and family? Your profile says 2025, is that date set in stone or do you not have a date yet?

Please provide some details. For a super small wedding of 10 guests, you could just have an officiant marry you at a house.
You have to know the budget you expect to have and the number of guests that fit that budget.
Have you checked for venues nearby (or in some distant location that would work)?
You might be able to have a wedding ceremony at a church location or at the place of a reception.
