If I Live in Washington state but I’m getting married in Oregon, what state do I get my marriage license in? Will it still be valid?

You'll get the license in whichever state you'll be legally married in which seems like Oregon.

You need to get your marriage license in Oregon from the county you are getting married in. Yes it will be valid

You'll need to get it in Oregon, but check on restrictions. For our county (where we live AND got married - San Luis Obispo County, CA), at least one of the parties to the marriage had to live in the county that issued the marriage license. The license itself was valid for a marriage taking place anywhere in California, though.
