There are lots of places in burbs that allow outside catering. Your caterer needs to provide plates and plate it themselves. If they aren’t on an approved list, ask if you can use someone with their approval. They will want to see licenses, etc. but many will allow. I wanted opposite of you so when I was looking, those would have been out.

Our reception is at a banquet hall which includes in-house catering. We chose an upgraded package that includes linens, chiavari chairs, dessert table, hors d'oeuvres, late night snack and champagne toast for the adults. We also added uplighting and there is 4 hours of open bar included which we got an extra hour for free. With the venue being able to provide all of this, it made planning so much easier where we didn't have to go through other vendors or have to worry about licenses, etc.
