Hi Danielle! Each state is different but have you asked your cousin what he needed to marry couples in other states? I did a little research and it looks like he'll first have to get ordained, this can be done online! He would also need to register to officiate a marriage in Virginia and this is typically done with the county clerk. Your cousin can let them know that he's an ordained minister in another state and would like to register as a wedding officiant in the county to perform a wedding. There may also be specific documentation that he'll need to obtain, the clerk or office her visits should be able to assist!

From what I've read it's a $500 fee, but that's for normal people who want to officiate a wedding so I'm not sure. You need to talk with the county court about that. I'm also in VA and we want our friend to do it, so we've been trying to figure it out.

Check the county website. If he's already ordained in another state, he needs to fill in the form and it's $84. If he's just a laymen who wants to get legal for just this wedding, it's the $500 bond and a $56 filing fee, but the $500 bond is refunded after the wedding. That's for Fairfax, but check with your county.
