Try savage fenty or fredericks .... you may have to buy separate pieces or a one piece babydoll or teddy

You don't need custom. Custom is usually for women with Y cups or something. The brands the others suggested carry a 28 band. I believe Agent Provocateur does as well. They're pricey, but worth the splurge.
