I am looking for a hotel venue that would allow outside catering, Tampa or Orlando if anyone knows it would be a great help

Hmmmm not sure many would. Have you considered a bed & breakfast. Mine did but with certain licensed vendors. I would look more at event spaces as they will most likely allow. I could be wrong.

Hi Reem! It might be tough to find a hotel that will allow you to bring in your own food - most are in-house catering only or have a list of approved caterers they'll work with.
Here are a few venues in Tampa and Orlando you should check out that I think allow BYO catering: The Italian Club of Tampa, Gallery J, Tampa Bay Watch, NOVA 535 in St. Petersburg, The Orlo House and Ballroom, Tampa Garden Club, CL Space Yellow Brick Row, and Heathrow Country Club & The Legacy Club.
