What date do I put on the Rehearsal Dinner signs and gifts tags for people who come? Do I put the date of the Rehearsal Dinner or the wedding date?

    You don't really need a welcome sign for the rehearsal dinner. Even at the ones I've attended at high end restaurants, there was no signage. Also, by gifts, do you mean the gifts to thank your bridal party? You can skip gift tags, or if you insist, I wouldn't put the date either. If it's favors for guests, those really aren't necessary for a rehearsal dinner. They're not even necessary for the wedding itself.
