Rehearsal dinners are to thank your family and wedding party for taking the time to rehearse for your wedding. If you're not rehearsing, a rehearsal dinner is unnecessary.

If you’re doing a ceremony rehearsal then you should have a dinner or host something after for thanking them for taking their time to come and be a part of the wedding but if you’re not having a rehearsal then you can skip it

The best way to look at it is as a "thank you" to your bridal party post rehearsal. Typically it follows a rehearsal of the ceremony where your bridal party learns the order of the walk through and their cues. Then the rehearsal dinner is after. Some people invite all their out of town guests, some people just do their bridal party. It can be used as another opportunity for your bridal party to get to know each other. Some places/people also call it a grooms dinner.

It's considered a thank you for being part of your big day. Traditionally, it's for your out of town guests, wedding party & family and the groom parents pay for it.

At my rehearsal “dinner” it won’t actually be a dinner but we will rehearse. And the rehearsal is at the venue.

Yes, you rehearse the ceremony, so everyone in the wedding party knows where they need to be, where they need to stand, and the general flow of the ceremony. Afterwards, you usually host a dinner to thank those that took the time to attend the rehearsal.
