It’s hard to say what regulations will be like in December. As of right now, I probably wouldn’t recommend leaving the country. Most places have vaccination and booster regulations to even enter. There are some that don’t, but do keep in mind that the United States is requiring a negative test to re-enter the country. So if you go abroad, then test positive when you are trying to return, you will be stuck in whatever country you are in until your quarantine period is over and you test negative (meaning more time off work, having to book new flights home, having to find and pay for additional nights at a hotel, etc.).

I would definitely stay in the states - I'm in the process of researching for my honeymoon and a lot of countries, the EU in particular, require vaccinations, not only to enter, but to enjoy their country (for instance, France requires a vax pass for entry into all restaurants, movie theaters, theaters, museums... basically everything), so with a non-vaxxed person in the party, you may run into issues. I know at least in the US, even if vaccinations are required for indoor activities, there is often an outdoor option (for instance, I live in LA where vaccinations are required for restaurants, but they will allow a non-vaxxed person to eat in the outdoor section).

Maybe take a look at some of the national parks? I know Utah, and all the parks there (Zion, Bryce Canyon) is supposed to be beautiful, and a lot of the national parks have companies that do really beautiful (and extremely romantic) glamping. Might not be a "typical" honeymoon, but could still be amazing!

I would try staying in the states to have a better chance to going somewhere nice and having a fun time. I know a lot of international countries are requiring you to be vaccinated and boosted. So definitely do your research and also we won't really know how the state of the world is going to be like in December 2022.
