Take a look at eventective.com or peerspace.com. A venue that lets you bring in your own catering will be most economical without 5 figure food/drink minimums.

You should also check out Fairchild Tropical Botanic Garden, Cauley Square Historic Village, Atlantic National Golf Club, Hyatt Regency Coral Gables, Woman's Club of Coconut Grove, 94th Aero Squadron Restaurant, The Betsy in South Beach, The Cocoplum Woman's Club, The Historic Alfred I. Dupont Building, and the Miramar Cultural Center and Botanical Garden.

If you’re open to a park-type venue check out Fern Forest Nature Center. They have an event space that overlooks the trees and it’s stunning. About $1600 for venue and beer and wine only. Comes with tables and chairs. You can bring in your own catering provided it’s an approved Broward County vendor.
