Hello does anyone have suggestions for more affordable venues in or around the Ventura County area?

Not specific ones. But check out some city community centers. Veterans of Foreign Wars may be available. I'm not sure what makes it affordable. Parks are possible too. Churches may be an option if they have a dining/fellowship area. Other options depend on the guest count and what you expect to find for your budget.

The parks department is your best bet. You have flexibility that all inclusive venues don’t offer and a lower cost over all
