Take a look at Eventective.com. You can adjust search filters for number of guests, sort lowest to highest rental prices, etc.

Parks department event centers will be your cheapest option. They provide tables, chairs and a kitchen, and you bring the rest.

When I was planning my wedding I was surprised to see how many venues in my area actually allowed outside catering! The best way to find out is the use the "venue" tab above, as Rebecca mentioned, or you can look up local places & call and ask them. You don't have to give them any information about you or your wedding if you don't want to. You can just call or email and ask them. Every venue my husband and I considered I looked on their website first. If it didn't say it there, I called or emailed them.
