I would look at beach weddings in your preferred location and see what's available. June has been a big wedding month for a long time, and 2022 is going to be nuts on top of that, because of all the postponements from 2020, so you may not have much in the way of choices.

Then you determine what suits you and your style (of what's available and in your budget) and who you want to invite. A lot of people don't have huge families (or they aren't in touch with them), but you can have a beautiful wedding with friends.

I assume your FW will want a guest or two as well though. Regardless, I might look into beach elopement packages - some of them allow a handful of guests. Just remember, if it's more than the two of you and your officiant, then you'll need to have some sort of "thank you" event - cake and punch, dinner, whatever - for your guests. My cousin and his husband ended up getting married by a JOP last December, and are hoping to do a vow renewal with the family there at some point, but I'll mention to you what I mentioned to him - if it does end up being you and your FW and the officiant, make sure you two do something special after the ceremony - go to (or make) a fun/fancy/special/whatever dinner, or spend a night in a hotel - just something to make it about your wedding and not just any day of the week.

If you don’t have blood relatives you are close to, then your best friends become your family. Invite your closest friends.

Look on the city website for the nearest beaches where you are. They will have information if you need permits to use a section of space and what the process is. That is in addition to going to the county marriage license office. Do a search via Instagram and Google for officiants in your area. You can have a reception anywhere. For a small number of people go to a local restaurant you love.

If it's just a selected few then that is totally fine! It will still be beautiful Smiley smile Look into getting a permit to use the beach because you will need that in case someone asks you for one. Or you guys can even look into some microwedding/elopement services in your area to see if they do beaches. Usually these services will get a permit for you (which you do still have to pay for they just do the behind the scenes of securing that permit for you guys). These services are nice because they basically plan everything for you. You just tell them what you want and they'll take it from there.
