If you want to show the girls off a bit take it down lower, if you want it more "modest" keep it as is but it does look high to me.

Yes it definitely need to come down lower, or it would also look nice straight across. As is, it's too high and just looks off. As a sweetheart, it should follow the line of where a bra would hit. If that's too revealing for you then I'd go for straight across.

I would probably do both. It does seem a little high and awkward.

Thank you for your recommendation! I will try that! It would be nice to try all options before going any further with alterations! I love the dress and I would hate to ruin it by going too, too low. I want a modest neckline but feel like where it's at now it still could use a little bit more altering.

Its too high for where your breasts sit and isn't flattering. Do you have any support for your breasts at all (sewn in cups, a strapless bra)? If not, I would consider adding some. Lifting your breasts will add fullness to the top and you might not actually need to adjust the neckline at all.

If you decide to lower the dress to meet where your breasts sit, you will lengthen the amount of skin showing above the dress. My breasts are naturally lower set and strapless dresses tend to not be flattering on me because they make my décolletage area look unusually long and disproportionate to the rest of me. The only way I can wear a strapless style is if it is sweetheart neckline and has a lot of support and boning - think a bustier style dress. In general necklines/styles that are straight across my boobs (square neck, tube top style strapless, etc) are just not flattering on me at all.

Also I do think sweetheart necklines need a little space between the bottom of the v and the chest wall. If you find the dip is flat against your skin it is going to make you look flatter and is just probably not sitting at the right spot at all.

I would start my making sure your breasts are adequately supported and once that is done then consider what other alterations need to be done to the dress.
