Wedding is in 4 days and I'm not at all thrilled with the alterations

Help! I just picked up my dress (after 3 fittings) and the waist is bunching, I believe due to the boning being too long (I have a short torso). I asked the seamstress months ago if she could fix it and she said it was because I was wearing shapewear (note: I'm not wearing shapewear in this picture (and it doesn't help with the bunching)). Can this be fixed by just cutting the boning to be a little bit shorter with scissors, or are the hips too tight? I'm fairly upset at this point and really wish I had gone somewhere else to get my dress done.

Can you add a ribbon around your waist or a belt? I think the ribbon would be nice.

Of the dress itself, are you able to pull loose material away from the seam so that it is not bunched up? I'm just wondering if that would help show how it is bunched up.

Is there another seamstress who might have a quick fix? Maybe something of the lining or the final stich up added an issue. I'm just taking guesses.
