What does your contract say? Every photographer is different. Some will give you all the photos that aren't a mess, some state they will deliver only XXX amount of photos. But typically photographers won't edit every single photo because, some photos someone may be looking away or eyes closed so those wouldn't be good photos.

Yes, typically photographers choose the best photos to edit and deliver. I’m actually surprised they agreed to send the raw photos! Most photographers will not send every picture they take, or raw photos, because it is not a positive representation of their work. They do not want photos out there that they do not feel is up to their standards.
