Hi Gretel!! Welcome to the WeddingWire community!! I don't know about Raleigh in particular, but I know that local community halls and parks usually allow or sometimes even mandate that you bring your own food. Bringing your own alcoholic drinks, if that's what you're referring to, might be a little more difficult - where I used to live, the weddings in the park had to get a permit and could only serve beer and wine - but I'm sure you can find a place that would allow it under certain circumstances.
