When do we pass out the favors?

Right after ceremony? Before Reception? Or put them at each place setting? It's sit down served.

    What are the favors? Generally I've mostly seen them at the place setting, but this is dependent upon the item.

    I've always seen the staff set them up at every guest seat while they're dressing the reception tables.

    We had wedding coordinator put our cute gourmet chocolate boxes at all place settings! :+)

    We put our coozies at the bar (ordered 125 for 160 guests and had about 40 leftover). For our Hershey "hugs and kisses from the Mr and Mrs," we and our guests took one final photo on the front porch of our venue, then DH and I stood on the sidewalk with baskets of them so we could say goodbye and hand them out as guests walked to the shuttles

    Depending on how big they are, usually at the place setting.

    If it's edible or a wine topper, put it with the place setting. If it's any bigger, leave it with the escort card.

    I had thinner tables, so I was not able to put them at each place setting.

    I put them on the table beside what we were using as a guestbook. The DJ made an announcement for the guestbook to be signed, people would see the favors and grab one. It worked well for us.

    It's either on the place setting or off to a table separately with a sign.

    We had them at each place setting. My MIL offered to contribute an extra favor (traditional from her culture). We had those near the guest book in a pretty basket.

    Ask your venue how they handle it. Some put them at the tables. Some like to pass them out as guests are leaving. I prefer the second option as people are likely to forget them at the table.
