Who to hire for help with decor as doc seems to no longer do this

My wedding is more on the DIY side as I have some
experience with design, florals and event planning & I want to save money & splurge on the experience: live music, games, videography etc..

I’m learning that the DOC does not help with set up or take down of florals and other design elements anymore? At least not the ones I’ve contacted around Westminster & Frederick, Maryland or around Leesburg, Virginia. So who do I hire to help me place my ceiling, floor, wall, isle and outdoor decor and florals?
I will have 3D mockup picture of the floor plans exactly as I envision to help but I’m not sure who I would hire? Outside of a florist or event designer as I’ll be doing those myself.
Linens, centerpieces, tableware etc will take care of by the DOC & of course other huge components of making sure the day runs smoothly which I understand is a huge job and appreciate!
